Sounds like this dude is using a poor aimbot.
I tried several aimbots to see how i could identify them.
Most of them are acurate on the third shot. so miss miss hit. miss miss hit. etc. etc.
At first they are pretty hard to recognize unless you figure the pattern it uses. The bots i tried never "missed" randomly but always in a fixed patern.
