i have created a server done every thing when i go to add it on gametracker it says private ip cannot be scanned by gametracker and when i start configure my ip manully and enter my public ip my internet connection goes down

That is very strange. You may want to try temporarily turning off your firewall or opening the appropriate port to open traffic. You may also need to portforward in your router.

You should be able to enter the IP address in the config or command line, I believe. I have never heard of internet going down because of scanning. I would recommend reviewing your router and firewall settings to see if anything might trigger that.
