I would recommend contacting your game server provider. They will be able to look into it further for you. You may be with one of the Romanian server providers that decides to block all foreign traffic instead of investing in decent network protection. I am not suggesting that he is false - I am sorry for your confusion on this subject. I am merely suggesting that he is with one of the providers that blocks all foreign traffic, something that would be above his firewall.
