Some times in forums the banners dont work here is a workaround to fix it

I would recommend clearing your browser cache if it happens again. That should hopefully help the issue with your local computer not being able to view the banner.

Is not my browser cache tested with FF/IE with clear cache in both browser's I think the problem is in some forums with phpBB2.

Hello,

Yes, systems like that parse BBCode into the proper HTML string. Some systems are not coded well and may not translate the BBCode tags into HTML well.

phpBB2 is a rather old and insecure system though - I'd recommend updating to phpbb3 if you can.
